1. The Particulars of its Organization, Functions and Duties
Sardar Vallabhbhai Patel International School of Textiles & Management (SVPISTM), an autonomous Institute, is established by the Ministry of Textiles, Govt. of India in partnership with textiles industry with an objective of providing comprehensive education, training, consultancy and research in textiles management. The Institute aims to emerge as an internationally renowned center of excellence creating a strong cadre of professional managers, capable of attaining high standards at the national and international level.
The Institute is conducting long-term Post-Graduate / Post-Diploma programmes in textiles management. Apart from the full time courses, the Institute also organises innovative Executive Development Programmes to arm executives in the industry with the knowledge and tools needed to compete and win in today’s globalised economy. The Institute had conducted number of Conferences / Short-term / Management Development Programmes (MDP) from its inception. The Institute is also offering one-year Open Learning Diploma in Business Entrepreneurship (OLPE) in association with Entrepreneurship Development Institute of India, Gujarat.
The Institute is also offering comprehensive consultancy services in the areas of Textiles Technology and Textiles Management including Marketing, Finance, Human Resource and Information Technology to the needy companies.
2. The Powers and Duties of its Officiers and Employees
Powers and duties of officers and employees are governed by the Delegation of Administrative and Financial powers notified from time to time.
The Duties and responsibilities of each category of officers and staff have been notified by internal circular.
3. The Procedure Followed in the decision making process, including channels of Accountability SVPISTM is an
autonomous Institute under the Ministry of Textiles, Govt. of India.
The Board of Governors (BOG) of SVPISTM, headed by Secretary, Govt. of India, Ministry of Textiles is the supreme authority for all decisions and its implementation.
The BOG is supported by three committees for decision making and governance.
- Executive Committee, headed by Shri R.Poornalingam, I.A.S. (Retd.), Former Secretary (Textiles) with the two members of the BOG and the Director of the Institute concerning all matters pertaining to administration, establishment, etc.
- Academic Committee headed by Joint Secretary, Govt. of India, Ministry of Textiles concerning all academic related matters.
- Building Committee, constituted by the BOG, concerning building construction at the Institute premises.
In order to facilitate the Director in performing academic and administrative activities and to bring in transparency and participation, the following sub-committees are formed
- Admission Committee
- Placement Committee
- Class Committee
- Performance Analysis Committee
- Results Declaration Committee
- Attendance, Disciplinary & Grievance Committee
- Library Committee
- Computer Laboratory Committee
The BOG of SVPISTM is constituted by the Government of India under the relevant provisions of Memorandum of Association of SVPISTM.
4. The Norms Set by it for the discharge of its functions
The general norms set by Government of India for discharge of functions by its employees are applicable to SVPISTM employees. The employees of SVPISTM are governed by the SVPISTM General Service Rules, Conduct, Discipline and Appeal Rules and broadly by the provisions of General Financial Rules (GFRs) for discharge of their various functions.

By and large, SVPISTM policies are in line with the various policies framed by the Government from time to time. The BOG of SVPISTM, constituted by the Government of India, which is the supreme policy making body for SVPISTM, includes eminent persons from the Ministry of Textiles, Govt. of India, textiles industry and academic institution.

as its part or for the purpose of its advice and as to whether meetings of those Boards, Councils, Committees and
other bodies are open to the public or the minutes of such meetings are accessible for public
The Executive Committee, Academic Committee and Building Committee are constituted by the Board of Governors of SVPISTM.
The Class Committee, Performance Analysis Committee, Results Declaration Committee and Attendance, Disciplinary & Grievance Committee are constituted as per the approval of the competent authority.
The meetings of the Committees are open to members and special invitees only.
The minutes of the meetings are taken on record for follow up.
9. The Budget Allocated to each of its Agency, Indicating the particulars of all plans, Proposed Expenditure and
Reports on Disbursements made.
The Annual Revenue Budget and Capital Budget is finalized with the approval of BOG and details of information related to Budget are maintained and available with the Administrative office of SVPISTM.
10. Particulars of recipients of concessions permits or authorisation granted by it.
Reservations in admissions as prescribed by GOI are applicable in SVPISTM.
11. Details in respect of the information available to it or held by it, reduced in an electronic form.
SVPISTM is progressively moving towards keeping all the records in electronic form.
12. The Particulars of facilities available to citizens for obtaning information including the working hours of a library
or reading room if maintained for public use.
SVPISTM works 5 days (Monday to Friday) a week. Office timings are from 9.30 a.m to 5.30 p.m. During office hours, all general information can be obtained by the public from its administrative office. Any specific information about the organization can be availed from the Public Information Officer (PIO).
